Transatlantic Missile Defense: Phase II and the Lead Up to the NATO Chicago Summit

Remarks%20by%20Ellen%20Tauscher%0AUnder%20Secretary%20for%20Arms%20Control%20and%20International%20Security%20%0AAtlantic%20Council%20Missile%20Defense%20Conference%0AWashington%2C%20DC%0AOctober%2018%2C%202011%0A%0AThank%20you%2C%20Fred%2C%20for%20that%20kind%20introduction%20and%20for%20inviting%20me%20to%20participate%20in%20this%20conference.%20I%20want%20to%20particularly%20thank%20you%20for%20your%20leadership%20and%20the%20important%20efforts%20of%20the%20Atlantic%20Council%20around%20the%20world.%20I%20appreciate%20the%20opportunity%20to%20be%20back%20at%20the%20Atlantic%20Council%20to%20share%20some%20insights%20on%20the%20progress%20that%20we%20have%20made%20on%20missile%20defense%20in%20Europe.%0A%0ALet%20me%20also%20acknowledge%20my%20good%20friend%20General%20O%E2%80%99Reilly.%20I%20cannot%20say%20enough%20about%20his%20hard%20work%20and%20dedication%20to%20the%20Missile%20Defense%20Agency.%20We%20have%20been%20making%20frequent%20trips%20together%20to%20Europe.%20His%20support%20has%20been%20essential%20to%20our%20efforts%20to%20protect%20our%20homeland%20and%20our%20NATO%20Allies%20from%20the%20growing%20threat%20from%20ballistic%20missile%20proliferation.%0A%0AWhen%20I%20was%20last%20here%20in%20October%202009%2C%20President%20Obama%20had%20just%20announced%20his%20decision%20to%20shift%20from%20the%20deployment%20of%2010%20Ground-Based%20Interceptors%20in%20Europe%20to%20a%20system%20using%20land-%20and%20sea-based%20SM-3%20interceptors%20to%20provide%20protection%20of%20the%20United%20States%20homeland%20and%20our%20NATO%20European%20Allies.%0A%0ADuring%20those%20remarks%2C%20I%20explained%20why%20the%20Obama%20Administration%E2%80%99s%20approach%20provided%20more%20protection%20sooner%20against%20the%20existing%20threat%2C%20using%20proven%20systems%2C%20and%20at%20a%20lower%20cost%20than%20the%20previous%20proposal.%0A%0AMoreover%2C%20the%20Obama%20Administration%E2%80%99s%20approach%20has%20the%20added%20advantage%20of%20protecting%20our%20European%20Allies%20against%20the%20existing%20threat.%20That%20focus%20on%20the%20%E2%80%9Cnow%E2%80%9D%20distinguishes%20our%20approach%20from%20the%20previously%20proposed%20system%2C%20which%20was%20focused%20on%20a%20long-range%20missile%20threat%20that%20has%20been%20slower%20to%20develop%20than%20previously%20anticipated.%0A%0AAt%20the%20same%20time%2C%20there%20were%20many%20questions%20about%20the%20impact%20of%20that%20change.%0A%0AQuestions%20about%20the%20reaction%20of%20our%20Allies.%0A%0AQuestions%20about%20whether%20NATO%20would%20spend%20limited%20resources%20on%20a%20European%20missile%20defense%20system.%0A%0AQuestions%20about%20how%20Russia%20would%20react.%0A%0ASome%20press%20reports%20even%20declared%20that%20the%20Obama%20Administration%20had%20decided%20to%20shelve%20missile%20defense%20in%20Europe.%0A%0ANow%2C%20two%20years%20later%2C%20we%20have%20made%20tremendous%20progress.%20We%20already%20have%20begun%20implementing%20Phase%201%20of%20what%20is%20known%20as%20the%20European%20Phased%20Adaptive%20Approach%20(or%20EPAA)%2C%20and%20we%20have%20put%20in%20place%20the%20arrangements%20necessary%20to%20implement%20the%20three%20follow-on%20phases.%0A%0ALet%20me%20run%20through%20some%20of%20the%20achievements%20of%20the%20last%20two%20years.%0A%0AFirst%2C%20in%20November%202010%2C%20NATO%20made%20the%20landmark%20decision%20to%20develop%20a%20missile%20defense%20capability%20to%20provide%20full%20coverage%20and%20protection%20for%20all%20NATO%20European%20populations%2C%20territories%2C%20and%20forces%20against%20the%20increasing%20threats%20posed%20by%20ballistic%20missiles.%0A%0AThe%20Alliance%20also%20agreed%20to%20use%20NATO%20Common%20Funding%20to%20enhance%20the%20capabilities%20of%20the%20Active%20Layered%20Theater%20Ballistic%20Missile%20Defense%20system%20(or%20ALTBMD)%20to%20give%20it%20the%20ability%20to%20provide%20command%20and%20control%20for%20this%20expanded%20system.%20Finally%2C%20Allies%20at%20Lisbon%20welcomed%20the%20EPAA%20as%20the%20U.S.%20national%20contribution%20to%20NATO%E2%80%99s%20missile%20defense%20capability.%0A%0AIn%20March%20of%20this%20year%2C%20the%20USS%20Monterey%20became%20the%20first%20U.S.%20ballistic%20missile%20defense%20asset%20deployed%20to%20Europe%20for%20the%20defense%20of%20NATO.%20This%20initial%20step%20in%20implementation%20of%20Phase%201%20of%20the%20EPAA%20provides%20protection%20to%20Southern%20Europe%20against%20exiting%20threats.%0A%0AThe%20USS%20Monterey%20is%20the%20first%20ship%20of%20a%20continuous%20deployment%20to%20Europe%20as%20part%20of%20the%20EPAA.%20As%20part%20of%20that%20commitment%2C%20the%20USS%20Monterey%20will%20be%20replaced%20shortly%20by%20the%20USS%20The%20Sullivans.%0A%0AThen%20in%20September%2C%20just%20a%20few%20days%20shy%20of%20the%20two-year%20anniversary%20of%20the%20EPAA%20announcement%2C%20we%20rolled%20out%20three%20missile%20defense%20agreements%20that%20put%20the%20final%20pieces%20in%20place%20for%20the%20EPAA.%0A%0AI%20will%20discuss%20these%20developments%20in%20a%20phased%20order%2C%20rather%20than%20chronological%20order.%0A%0AOn%20September%2014%2C%20we%20announced%20that%20Turkey%20agreed%20to%20host%20the%20AN%2FTPY-2%20missile%20defense%20radar%20as%20part%20of%20Phase%201%20of%20the%20EPAA.%20This%20is%20a%20vital%20contribution%20by%20Turkey%20to%20NATO%20missile%20defense.%0A%0ABasing%20the%20AN%2FTPY-2%20radar%20in%20Turkey%20will%20significantly%20increase%20the%20size%20of%20the%20area%20that%20can%20be%20defended%20by%20the%20deployed%20Aegis%20systems.%20We%20plan%20to%20have%20the%20radar%20in%20place%20by%20the%20end%20of%20this%20year.%0A%0AOn%20September%2013%2C%20Secretary%20Clinton%20and%20Romanian%20Foreign%20Minister%20Baconschi%20(Ba-con-ski)%20signed%20a%20Ballistic%20Missile%20Defense%20Agreement%20for%20Phase%202.%20Once%20ratified%20by%20the%20Romanian%20Parliament%2C%20this%20agreement%20will%20allow%20the%20United%20States%20to%20build%20a%20land-based%20SM-3%20interceptor%20site%20at%20Deveselu%20(Dev-e-sell-oo)%20Air%20Base%20in%20Romania.%0A%0AThis%20will%20be%20the%20first%20operational%20deployment%20of%20a%20land-based%20SM-3%20site.%20Once%20operational%20in%20the%202015%20timeframe%2C%20the%20site%20will%20provide%20additional%20missile%20defense%20protection%20for%20Southern%20Europe.%0A%0AOn%20September%2015%2C%20our%20Ballistic%20Missile%20Defense%20Agreement%20with%20Poland%20entered%20into%20force%20for%20Phase%203.%20It%20is%20the%20first%20such%20agreement%20that%20reached%20entry%20into%20force%20and%20we%20greatly%20appreciate%20all%20of%20the%20effort%20and%20support%20we%20have%20received%20from%20Poland.%0A%0AFollowing%20the%20September%202009%20announcement%20of%20the%20EPAA%2C%20we%20were%20able%20to%20work%20quickly%20with%20our%20Polish%20allies%20to%20modify%20the%20Bush%20Administration%E2%80%99s%20BMD%20Agreement%20to%20allow%20for%20the%20deployment%20of%20the%20land-based%20SM-3%20site%20instead%20of%20the%20GBIs.%20As%20a%20result%20of%20the%20strong%20NATO%20support%20for%20the%20EPAA%2C%20we%20were%20able%20to%20sign%20that%20agreement%20in%20July%202010.%0A%0AWe%20are%20working%20with%20our%20Polish%20colleagues%20on%20next%20steps%20in%20order%20for%20the%20deployment%20to%20proceed%20in%20the%202018%20timeframe.%20When%20Phase%203%20is%20fully%20implemented%2C%20the%20system%20will%20provide%20coverage%20to%20all%20of%20our%20European%20NATO%20Allies.%0A%0AMost%20recently%2C%20Spain%20agreed%20in%20October%20to%20serve%20as%20a%20home%20port%20for%20four%20Aegis%20ships%20to%20support%20future%20deployments%20to%20Europe.%20This%20contribution%20by%20Spain%20supports%20the%20commitment%20made%20by%20NATO%2long%20ranges.%0A%0AOver%20the%20coming%20months%2C%20we%20will%20continue%20these%20efforts%20with%20our%20NATO%20Allies.%20As%20we%20said%20from%20the%20start%2C%20we%20want%20our%20missile%20defense%20deployments%20to%20be%20part%20of%20a%20NATO%20missile%20defense%20effort%2C%20where%20our%20system%20will%20be%20the%20U.S.%20contribution.%20NATO%20is%20working%20hard%20on%20developing%20the%20necessary%20command%20and%20control%20arrangements%20for%20this%20system.%0A%0AIt%20is%20NATO%E2%80%99s%20goal%20and%20our%20desire%20that%20enough%20of%20this%20work%20be%20completed%20by%20the%20May%202012%20Summit%20in%20Chicago%20to%20declare%20an%20initial%20NATO%20missile%20defense%20capability.%0A%0AFinally%2C%20let%20me%20reiterate%20that%20the%20Obama%20Administration%20is%20fully%20committed%20to%20implementing%20all%20phases%20of%20the%20European%20Phased%20Adaptive%20Approach%20to%20counter%20the%20threat%20of%20ballistic%20missiles%20from%20outside%20Europe.%0A%0AAs%20President%20Obama%20stated%20in%20his%20December%202010%20letter%20to%20the%20Senate%2C%0A%0A%E2%80%9CMy%20Administration%20plans%20to%20deploy%20all%20four%20phases%20of%20the%20EPAA.%20While%20advances%20of%20technology%20or%20future%20changes%20in%20the%20threat%20could%20modify%20the%20details%20or%20timing%20of%20the%20later%20phases%20of%20the%20EPAA%20%E2%80%93%20one%20reason%20this%20approach%20is%20called%20%E2%80%9Cadaptive%E2%80%9D%20%E2%80%93%20I%20will%20take%20every%20action%20available%20to%20me%20to%20support%20the%20deployment%20of%20all%20four%20phases.%E2%80%9D%0A%0AIn%20addition%20to%20full%20implementation%20of%20the%20EPAA%2C%20we%20are%20committed%20to%20the%20deployment%20of%20the%20Ground%20Based%20Interceptors%20in%20Alaska%20and%20California%20to%20provide%20the%20United%20States%20with%20a%20defense%20against%20a%20limited%20ICBM%20strike%20from%20countries%20such%20as%20North%20Korea%20or%20Iran.%0A%0AAt%20the%20same%20time%2C%20we%20must%20continue%20our%20efforts%20to%20develop%20missile%20defense%20cooperation%20with%20Russia.%20I%20was%20in%20Russia%20last%20week%20meeting%20with%20my%20Russian%20counterpart%20Deputy%20Foreign%20Minister%20Ryabkov.%0A%0AThis%20is%20an%20historic%20opportunity%20for%20the%20United%20States%2C%20NATO%2C%20and%20Russia.%20We%20are%20continuing%20work%20to%20establish%20a%20political%20framework%20that%20would%20open%20the%20way%20for%20practical%20cooperation%20on%20missile%20defense%2C%20including%20a%20center%20that%20would%20coordinate%20radar%20data%20and%20another%20center%20that%20would%20coordinate%20operations.%0A%0AThe%20missile%20defense%20system%20we%20are%20establishing%20in%20Europe%20is%20not%20directed%20against%20Russia.%20We%20have%20said%20that%20publicly%20and%20privately%2C%20at%20many%20levels.%20We%20are%20prepared%20to%20put%20it%20in%20writing.%0A%0AAs%20full%20partners%20in%20missile%20defense%2C%20we%20would%20partner%20to%20counter%20threats%20originating%20outside%20Europe%2C%20not%20each%20other.%20Our%20NATO%20European%20missile%20defense%20system%20is%20not%20and%20will%20not%20be%20directed%20at%20Russia%2C%20and%20Russia%20would%20continue%20to%20be%20able%20to%20confirm%20that%20the%20system%20is%20directed%20against%20launches%20originating%20outside%20Europe%20and%20not%20from%20Russia.%0A%0AThe%20EPAA%20does%20not%20possess%20the%20technical%20capability%20to%20undermine%20Russia%E2%80%99s%20strategic%20nuclear%20forces%20nor%20do%20we%20seek%20to%20develop%20a%20system%20that%20could.%20The%20mission%20of%20our%20missile%20defenses%20in%20Europe%20is%20to%20counter%20launches%20from%20the%20Middle%20East%2C%20which%20would%20be%20few%20in%20number%20and%20at%20an%20early%20stage%20of%20technology.%0A%0ATo%20perform%20this%20mission%2C%20engineering%20choices%20have%20been%20made%3A%20the%20system%20is%20and%20will%20continue%20to%20be%20capable%20of%20countering%20small%20numbers%20of%20launches%20of%20modest%20sophistication%20from%20the%20south.%20It%20has%20no%20capability%20to%20counter%20Russian%20strategic%20forces%2C%20given%20their%20location%2C%20numbers%2C%20and%20advanced%20technology.%0A%0AThis%20is%20true%20of%20phases%203%20and%204%2C%20as%20well%20as%201%20and%202.%0A%0AWe%20welcome%20an%20opportunity%20to%20continue%20and%20exion.%20As%20we%20all%20know%2C%20the%20least%20enviable%20time%20to%20defend%20against%20ballistic%20missiles%20is%20after%20they%20have%20been%20launched.%0A%0AChief%20among%20our%20missile%20nonproliferation%20tools%20is%20the%20Missile%20Technology%20Control%20Regime%2C%20or%20MTCR.%20Working%20with%20the%20other%2033%20MTCR%20Partners%2C%20we%20have%20created%20the%20global%20standard%20for%20controlling%20the%20transfer%20of%20equipment%2C%20software%2C%20and%20technology%20that%20could%20contribute%20to%20missile%20developments.%0A%0AIn%20fact%2C%20because%20of%20the%20imposition%20of%20UN%20Security%20Council%20Resolutions%20on%20Iran%20and%20North%20Korea%2C%20all%20countries%20are%20now%20required%2C%20regardless%20of%20end-use%2C%20to%20prevent%20the%20transfer%20of%20items%20listed%20in%20the%20MTCR%20Annex%20to%20Iran%20and%20North%20Korea.%0A%0AWe%20also%20are%20working%20to%20support%20the%20efforts%20of%20the%20Hague%20Code%20of%20Conduct%20Against%20Ballistic%20Missile%20Proliferation%2C%20which%20includes%20over%20130%20subscribing%20states%20and%20consists%20of%20a%20set%20of%20general%20principles%2C%20commitments%2C%20and%20confidence%20building%20measures%20to%20bolster%20efforts%20to%20curb%20ballistic%20missile%20proliferation.%0A%0AIn%20addition%2C%20we%20are%20joining%20with%20our%20partners%20to%20interdict%20shipments%20of%20WMD%20and%20missile-related%20items%2C%20including%20through%20the%20Proliferation%20Security%20Initiative%20or%20PSI%2C%20which%20focuses%20on%20improving%20a%20country%E2%80%99s%20ability%20to%20stop%20shipments%20of%20proliferation%20concern.%0A%0ABeyond%20missile%20defense%20and%20preventing%20missile%20proliferation%2C%20the%20Obama%20Administration%20has%20achieved%20a%20number%20of%20significant%20accomplishments%20that%20put%20us%20on%20the%20path%20toward%20the%20President%E2%80%99s%20vision%20of%20seeking%20a%20more%20secure%20and%20safer%20world%20without%20nuclear%20weapons.%0A%0AThe%20New%20START%20Treaty%20with%20Russia%2C%20which%20lowers%20limits%20on%20deployed%20strategic%20nuclear%20weapons%20possessed%20by%20both%20countries%2C%20has%20been%20in%20force%20for%20eight%20months%20now%20and%20implementation%20is%20going%20smoothly.%20We%20have%20completed%20the%20Nuclear%20Posture%20Review%2C%20which%20took%20specific%20and%20concrete%20steps%20to%20reduce%20the%20role%20of%20nuclear%20weapons%20in%20our%20national%20security%20strategy.%0A%0AAt%20the%20State%20Department%20we%20have%20conducted%20a%20Quadrennial%20Diplomacy%20and%20Defense%20Review%2C%20known%20as%20the%20QDDR%2C%20which%20examined%20how%20we%20can%20use%20our%20civilian%20power%20to%20better%20advance%20our%20national%20security%20issues.%20We%20also%20have%20strengthened%20efforts%20to%20secure%20nuclear%20materials%20and%20other%20weapons%20of%20mass%20destruction%2C%20enhanced%20our%20international%20efforts%20to%20prevent%20the%20proliferation%20of%20WMD%2C%20and%20placed%20tougher%20sanctions%20on%20proliferators.%0A%0AThe%20list%20 rate%20with%20Russia%20on%20missile%20defenses%20against%20common%20threats.%20We%20do%20not%20want%20to%20return%20to%20the%20divisive%20policies%20and%20military%20competition%20of%20the%20past.%20Cooperation%20is%20in%20all%20our%20interests.%0A%0AThanks%20to%20all%20of%20you%20for%20your%20time%20and%20for%20participating%20in%20this%20important%20conference.%20I%20am%20happy%20to%20answer%20a%20few%20questions.%0A%0A
